Raising the Bar for Care: How EOP Hubs in Los Angeles Offer Learning Pathways for Counselors-in-Training

In Los Angeles County, a new model of compassionate, practical care is changing how we respond to substance use. Engagement and Overdose Prevention (EOP) Hubs, also known as syringe service providers, are expanding throughout the region, offering more than sterile supplies. They’re helping save lives, prevent disease, and connect people to recovery resources.

At our InterCoast Colleges – Granada Hills campus, students studying Alcohol and Drug Counseling Studies have a front-row seat to this transformation. Understanding how EOP Hubs work not only informs personal perspectives on recovery but also prepares future professionals to meet community needs.

Why EOP Hubs Matter

EOP Hubs are grounded in the philosophy of harm reduction, a public health approach that prioritizes safety, dignity, and evidence-based support. Rather than requiring people to stop using substances immediately, harm reduction focuses on minimizing harm while keeping the door to recovery open.

Los Angeles County’s Department of Public Health operates several EOP Hubs that provide sterile syringes, naloxone (Narcan), fentanyl test strips, and safe disposal options. More importantly, trained staff offer wound care, housing referrals, and mental-health connections in non-judgmental environments. For many, these hubs are the first safe point of contact with care, and often, the first step toward recovery.

Hands-On Learning for Future Counselors

Students in our Alcohol and Drug Counseling Studies program learn the principles that EOP Hubs apply every day: trauma-informed care, motivational interviewing, and harm-reduction counseling. For those interested in practicum placements or field experience, local harm-reduction programs across the San Fernando Valley, like those supported by L.A. County’s Substance Abuse Prevention and Control (SAPC), offer real-world community outreach, case management, and ethical practice training.

These experiences prepare future counselors for diverse environments, whether in treatment centers, outreach programs, or public health agencies. Graduates gain not only technical knowledge but also the empathy and cultural competency necessary to support individuals at every stage of recovery.

Community Impact

EOP Hubs also improve neighborhoods. They reduce overdose deaths, lower rates of HIV and hepatitis C transmission, and decrease public syringe waste. For the Granada Hills and greater Los Angeles communities, these programs enhance public safety and reduce healthcare costs, while providing those in recovery with a pathway to better health and stability.
